I now understand where the money goes.
They are out gritting the pavements here at the moment.
Transit van with flat bed back, large pile of grit.
3 men.
1 is the van driver, 2 are doing the gritting.
Now given that the van cannot move whilst the gritting is going on why cant the driver also do the gritting? Then, if that is the case why is this erroneous third man aboard at all. If you need two people to do a job use two people dont employ someone in a union sponsored non-job just to sit in a nice warm cab wasting council diesel.

And, for what its worth, I understand your frustration. This kind of slap-your-forehead-and-say-dur lack of intelligence happens SO often... in all sorts of business/services!

If you think that's bad, try this:
My other half's mum works for a London borough and they had money left in heir budget at the end of the year. We all know what happens if there's money left in the budget, right? So they used the money up by refitting an old office with new desks, chairs etc.
The office was not occupied and due to be demolished.

I have to admit I did have a little comedy scene run through my head a la Carry On At Your Convenience.
That mans a driver he cant shovel, thats a shovellers job.
But what if we combine the two?
Well you could do that but the Union would have to ratify the new position.
It means more money
Still needs to go to the union, you've done this without consultation, right lads, everybody out...
They should fit the service to the budget not the other way around!

According to a theory the efficiency of how money is spent goes in the following order.
The most efficient is when you spend your own money on yourself.
The second is when you spend other peoples money on yourself.
The least efficient is when you spend other peoples money on other people.
I would add a fourth to this list-Even less efficient still is when you are spending other peoples money on other people and you are not accountable to either.

No they have Merton Council on the side of the van and on all their jackets.
If they are contractors it only makes matters worse as erroneous third man will be charged at 3 times the money.

Stoped off at an Aire on the way back from Le Mans last year. Work up in the morning to see 5 French 'workers' and 1 tractor watering the grass. One to drive, one to supervise, one to fill up the water tank, one to check the level on the water tank when it was being filled and one to turn the water dispensed on the back of the tractor on and off.
We pissed ourselves laughing as we cooked breakfast and made up imaginary conversations between them in 'Allo 'Allo accents!

Indeed but that doesn't explain why they need three rather than two.

As opposed to the driver stopping, sitting in the cab, two men getting out, gritting, getting back in, the driver driving 100 yards, stopping, two men getting out etc etc...
My memory is a bit vague on this, but approx. 15 years ago we priced a term contract for a local council. What the council did not make clear to us and the other contractors was that the cost of making the current council labour force redundant (as a consequence of us winning the contract) would be added to our bid. The council won the term contract.
