Is this F15 dumping fuel?

Picture was on Facebook this morning, photographer reckon's he's dumping fuel.
1) Why would you dump fuel on take-off, 2) isn't it a tad dangerous with the burners alight?

It's quite a common sight on days with high water/air mixture ,usually just below drizzle conditions
If it were moisture, chances are it would be trailing from the wingtips and the ends of the flaps. Looks like fuel from the wing tank to me. Probably diffused enough not to ignite, by the time it gets near the exhausts.It's quite a common sight on days with high water/air mixture ,usually just below drizzle conditions
