Hampshires hidden scamera.
Discussion
This is a site that is outside a hospital. Hospitals have sick people going to and from them. This will include people who have sight or hearing deficiency. It may even include those who are mentally unstable.
There may be many vehicle movements in and around the hospital from emergency vehicles and those visitors who have been informed of a sudden illness or death/injury to a loved one.
Those drivers who are worried about the fate of loved ones are less likely to be concentrating on the task of driving in and around the hospital. There is always a posibility that someone will make a mistake because of thestate of their mind at that time when they are attending or leaving the hospital in their car!
Hospitals and Schools are areas where a competant driver should forsee the possibility of actual or potential danger. Those drivers that do so and act accordingly and within the sensible limit set outside the hospital will not fear the hidden speed trap!
Those that drive with gay abandon past these areas are likely to be caught by the speed trap if they are lucky which is much better than being caught with a relative or patient who happens to make a serious error of judgement when they get into the drivers path who is going too fast to react!
Driving past hospitals requires extra care and vigilence as it may be needed to overcome deficiencies of a distressed driver who is lacking at that particular time.
You should be congratulating the siting of this camera rather than making disparaging remarks about it!

I was in the isle of wight the other day, and was pulled over by the local bobbies for having a broken rear taillight.
Nice and polite, had a pleasant chat with them as they checked my PNC details. They seemed to indicate that they were not best pleased with the activites of the local traffic police, as it was causing a lot of hostility towards them.
I can now see why.

Given it's outside a hospital, if it's THAT obvious a risk area, put a permanent GATSO / Truvelo there - that will be FAR MORE of a deterrent than hiding a copper...and isn't the aim to DETER people from speeding in the first place near such a place, not let them do it then fine them?!?

As many of you know, I am an Inspector in Hampshire Police. Whilst I have long held the opinion that SCPs contribute to far more serious problems than the ones they attempt and largely fail to solve, I should point out 3 things.
1. This is NOT the work of the SCP. This is an RPU motorcyclist using a laser, most probably as a result of complaints and/or accidents in that area.
2. I largely agree with Gone. This is cleary speed enforcement done during the day, when hundreds of people are using the hospital. It will doubtless be a 30 mph limit. Given the environment, the numerous hazards are obvious to all. If you are speeding on those roads, at that time, you are well and truly fair game.
3. Where is the evidence that the Officer is not forming an opinion of speed prior to operating the laser?

I submit that he is taking the reading and using that as the sole criterion for judging the speed of the vehicle.
Where is the evidence that he is operating in accordance with ACPO recommendations and Hampshire's stated practices?
I am not condoning speeding, merely responding to a single argument put forward by xxplod.

How is the interest of "safety" served with a covert operation such as this?
If you cant see the camera, theres no warnings of a camera and you dont know about it til 14 days after the event, just what part of "road safety" did this enhance?
I suggest a nip from the "talking bollox" police for you.

xxplod, surely a better deterent would be to be visable and out in the open. More motorists would see that speed limits are being enforced and therefore slow down. Why use ambush tactics? Doesnt this limit the deterent effect? What is the police logic behind this method of enforcement ? It looks to me like someone is trying to ensure as many convictions as poss and improve some stats.

Most sick people I see going in und out of hospitals arrive in an ambulance or park up therr car in the out-out-patients/visitors' carparks.
If they have a sight/hearing problem - they are usually accompanied by a carer. It would be very unusual for them to arrive alone. Und this applies for the mentally ill - though mit "care in community" - ist possible that they wander off....
But they are more likely to get run over

One near a hospital in LanCASH££££££re regular costs the NHS a small fortune in admin costs relating to pinged ambulances - und has also pinged relatives und not allowed the mitigating circumstance per a story in a local Adlington paper.
This same scam pinged a surgeon last March (34 mph) as he "rushed back" to save a patient's life. It took 6 months to cancel this ticket.... und he spent more on cancellation than his fine - from what he told my husband over dinner at ours.

Then they should not be driving! They should go to drinks machine or cafe area und have a brew to calm down before they set off. That ist what the mad Doc advises when he has had to break bad news to someone. It does not help patient to cause further upset - und I understand Ted never drove himself to and from the hospital during my "incarceration" there at the time.

Most do - but the danger ist not outside schools 24.7 x 365 days! Und hospital entrances to car parks und A&E are usually off the main roads (MRI,The Manchester Christie, Wythenshawe, Stepping Hill, Bolton District Chorley, Lancaster, Preston, Blackburn, Hope, Wigton, Workington, Penrith Maternity, Ruth Lancaster, Westmorland General...to name but a few und all, in my experience, are built in similar way mit entrances to the main complexes, car parks und departments off the roads.

I still say they are the managers of themselves und should judge whether they feel able to drive or not. If they are upset - then they should take time to calm down.
Ist no excuse to cause accident und distress to another family because they are too selfish und too stupid to judge when they are unfit to be behind wheel of a car!
I was, after all, the victim of someone who was too ill to drive his car at the time - it put me and my family through 6 years of hellish recovery time. Ist only because of my family that I pulled back to normality.

Aber Liebchen ... the whole point of these pesky things ist to get us to slow down. Ist hardly going to work if we do not see them - und all it does ist confirm that the whole point ist to generate income to pay this sneak's wages.

Don't get me wrong. I'm not advocating hiding behind bushes. I don't know the road personally, but there is every liklihood there may be double yellows around hospital roads, and by causing an obstruction to enforce speed limits would be quite rightly critised.
I should point out - it appears from the photos taken that he is zapping on-coming motorists rather than ones from behind. It may well be that oncoming motorists would have a better view? Not defending underhand tactics - by general response to this thread is that here are people driving along hospital roads during the day. If the limit is 30 they should be doing 30.

Would I be right in assuming this to be a 'bike' across from the mainland (north island) on a day trip, hence local bib not too happy

It looks very much like the bike I've seen many a time on the A27 at Porchester on one of the 40 -> 30 limit changes
