Defender 90 TD5 screaming noise in high revs

Hi, hope some of you can help. My Defender 90 is screaming when the revs are up high, this happens both in and it of gear. I changed the turbo, but that didn't fix it. The garage has apparently checked the manifold for seal and that's apparently ok too. I could do with some help. Here is a link to the video which was taken when the car was parked.

Could be a pulley bearing - alternator, PAS pump, tensioner etc. etc.
