knee surgery with fat pad impingement-recovery and exercise?

almost 3 weeks after my knee surgery i'm still struggling a bit. plan was to go back to work today (this is my third knee clean up and i've never taken this long to recover before) but yesterday after a little light walking about the knee swelled up again and movement became limited.

my discharge notes explain not much more than to increase mobility between weeks 2-4 until normal.

anyone had this surgery before and had much success with any physiotherapy?
