I know it would have been sold as seen but I would be knocking on the door of the person who sold it demanding answers as that is downright dangerous!
PPC can do it without a body lift.
Depends if the car is a keeper or not. If I was keeping the car I would be tempted to go full chassis restoration, if you intend to rectify and move on, then outriggers, tidy up and sell.

Detachable outriggers - easy access for cleaning, simple replacement - might catch on 
As above they can be welded without a lift if you take all bar one tube back to the main chassis - my last Griff had them done like this - but it needs a top notch welder who really knows what he's doing as some of it's done 'blind'.
I would be going mental with the previous 'restorer'.

A friend who used to be a body repair tech says the usual trick in cases like this is to get a wet newspaper wedged between the metal and the flammable bits (in this case bodywork, more usually in his case carpets, trim, etc) and then do get your weldng done before the paper dried out and set fire to everything in sight.
You might get away with something similar, if as stated above your welder is a bit of a wizz.

Dan does a great chassis refurb if you want him to, I can provide pictures to back this up

Careful with Dan.............I went in for a quick look at my outriggers and came out with a body off chassis rebuild, new radiator, new steering rack and a few other things and am now on the hook for a new camshaft and stage 3 heads

Superflare trumpets are worth having but have a chat with Dan first as he may want to open up the inlet manifold as part of the head work which means you will need larger diameter trumpets.
When I had my superflares fitted I also went for the plenum thermal gasket from ACT which was about £15 iirc and worth doing at the same time.

Both front and rear lower wishbones are attached to the outrigger tubes, as is all the seat belt mountings!I sure you don,t need telling but your car at the moment is a death trap. Do not drive it any where!
Picture shows the lower rear where it is attached to the outrigger, it is a similar set up on the front lower wishbone.
If your outriggers are not welded to the main chassis frame, then the only thing keeping them in place is the bolts thru the fibreglass body floor.

Can you upload any pics of the outriggers? I struggle to see how the car would hold together at all without welds in place.
I'm with you on this one - and would say the reason why I'm not bankrupt, divorced or insane is during my 10 year Chimaera ownership I trust no one, get as much information from as many people as possible, get my hands dirty and make my own mind up - heard it all over the years from "need a new camshaft" to that TVR part is special and cost £xxx million.Can you upload any pics of the outriggers? I struggle to see how the car would hold together at all without welds in place.
On the odd occasion my TVR expert finds something, usually at its annual MOT / service he drags me underneath and shows me, if he saw this I'm pretty sure he would not allow me to drive away.
