Nothing to worry about. It's been treated with Waxoyle or similar. The air cooled cars were treated from the factory, with the introduction of the watercooled cars the practice stopped, so owners who wanted to preserve the underside of their cars (and specifically the engine cases) had a rust preventative applied at their own expense.
The engine pictured will have casings in excellent condition once the coating has been removed (by steam cleaning) but left untreated, a single winters motoring will see them covered in white powder (aluminium oxide) and looking distinctly secondhand.
Leave it on, or have it removed with steam cleaning and reapply for a cleaner look.
