Advice on disc brake fitting

I've just treated my bike to some new brakes, and with the (FRONT ONLY), caliper mount adaptor, there are 4 grey washers/spacers.
Are these needed in every case or just to use as shims if needed?
Obviously with brakes I don't want to make any mistakes, so any advice would be gratefully received!
For info, brakes are all Shimano, inc discs, as are adaptors. Going from IS to Post, front and rear.

They are cups / cone if you look closely so that the bolt can go in straight should the calliper be at all angled.
Yep just noticed that the flat ones are indeed cups that fit nicely with the cones.So just to clarify where they go. In between bolt and caliper?
Not between fork and adapter, nor between adapter and caliper?
