Will 28mm tire fit my road bike?

Hello,
Currently i have 23mm Hutchinson exuinox tires. As it often happens i must go through some rough hardpack forest roads or rough pavement i'm considering buying something wider. I'm wondering if 28mm will fit my bike. The model is Triban 500 from 2014. I have made some photos, you can see below. As i have read these rims are 13mm wide so it should fit 23-25 mm tires but some people say that they use 28mm and they are ok. Do you know how can i measure it? Does it look like it will fit?

I installed 28mm tyres on my road bike at the end of last summer and they've been great, but the aren't as big as a normal 28mm tyre.

They're 26mm tall from the edge of the rim to the top and 28mm wide. This leaves about 2-3mm clearance to the frame - which most of the time isn't an issue, although I rode through mud and crap on the Paris Roubaix and it kept jamming up - I must have had the wheel of 50 times that day!

Anyway, for normal road riding they will be fine - for riding on dirt tracks, get 25mm's or a different frame!

I've riden about 1000 miles on them with no issue and they sailed through the PR with no punctures - you need them at about 85psi on the road

Do you know how much higher will be 28 than 23 mm? I would like to choose some not expensive tires. I was thinking about schwalbe lugano 25mm or 28mm. Maybe clearance won't be that bad with 28mm. Is it big differencein comfort between 23 and 25mm ?

I have 25mm Michelin Lithion 2 tyres on my Triban 500 and that's about as far as I can go as I have SKS Raceblade mudguards, but I think you could get away with 28mm tyres though although it might be a close fit to the calipers.

Here's some photos of my front tyre clearance, it is only a couple of mm's between tyre and the SKS mudguard mounts which run under the calipers.

If you have mudguards with 25mm then maybe it would be the same clearance as with 28mm without mudguards? So it should be ok? What about rim width, as i have read these triban rims are 13mm width and it is for tires 23-25mm but some people say tat 28mm would work also.

That's what I thought as well, it looks as though you should have enough room, but there's only one way to find out for sure.

The original Triban rims had no problems fitting 25's but I've never gone any larger than that on my road bikes so I couldn't say whether they'd take 28's.

I know someone with 28s on his 500. Says there is very little clearance. Tyre sizes can vary a bit between brands though, so you could have problems. Not sure what tyres he is using.

I thinkthat i will buy 25mm because even if 28 will fit then smll clearance might be an issue, whell might be blocked by some loose stuffs that get stuck between tire and frame.

I have read some opinions that there is noticable difference between 23 and 25 mm tire. I'm wondering how it will fell like when i upgrade it.
