Is my mudguard boss "on the ****"?

Hoping someone in here can help. Should the boss for my mudguard be pointing towards the tyre like this?

All the other bikes I see have them pointing like this?

And does anyone now of a mudguard that works properly with my GT? The last one snap after a few months from the constant vibrating.

Good timing - I'm just fitting mudguards to my wife's bike.
No - that boss in your frame doesn't look "conventional" for two reasons: 1, orientation and 2. the fact it sticks out so far.
However, I think you could work with it. You normally have a boss angled to point at the tyre between the chain-stays. Mudguards usually have a slot through which you bolt them to this boss here, using a short strip of steel acting as an elongated washer for stress relief. The chain-stay boss is threaded. Is the one in your picture?
I suspect, if you were careful, you could bolt-up the mudguard using the other "conventional" fittings, and mark/drill a hole to bolt to the boss in your picture. In actual fact, it would offer a better fitting than the type normally found between the seat-stays. Those steel brackets are known to fret and fail from time to time, although I have found the plastic ones to be fine in this regard (if you don't damage them on initial fitting - they are usually quite soft).

It's threaded the same as the lower mudguard boss on the chain stay. I had considered putting a hole in the mudguard and bolting it on but the mudguard itself isn't perpendicular to the boss as it passes on it's arc. Wobble washers are no good either as they don't match the convex/concave shape of the guard itself. I agree - I wouldn't drill the frame. There must be some way to adapt the wobble-washers, or even utilise a couple of old-fashioned concave brake mounting washers - like these:
The problem (which I'm sure you can see) is that the more metal you use to compensate for the lack of perpendicularity (is that a word?) between the mudguard and the frame, the closer you push the mudguard towards the wheel. And if you have to use anything inside the mudguard to allow for the bolt to lie flat, you reduce the clearance for the tyre.
Fun problem if you're not desperate to use the bike. Let us know how you sort it.
