Real evolution RS?

Morning gents/ladies I saw this car yesterday on my travels but from my limited understanding of Mitsubishi models I thought the RS was only sold to be used as a base for rally cars and weren't road legal or have they changed it to a model designation as a lot of the manufacturers are doing at the moment ie Msport/s-line any info would be nice
