That DEFCON warning state website isn't an official government website, it even says this about the websites own rating of DEFCON 3 "Our level is not indicative of the United States’ Defence Condition".

How many years has it been on 3 for? All the military sites I've been to over the past couple of years have been on heightened alert levels.
