Dodgy headlight

The dipped mean on my RHS headlight has started to be wonky. It will sometime go off/on really quickly ("flash"), other times it works fine, and some others it will completely refuse to light up.
Likewise on the same headlight, the indicators sometime start flashing at much faster speed than usual.

I'm guessing the ballast is fubared?

Hi sounds more like a bad earth if 2 different components are acting up.
