Grant a refund without the buyer returning the item is one of the options available to the seller. I'm guessing it wasn't worth much so the seller didn't want to incur the return postage costs and he will just write it off.

As above, you can refund the buyer and the buyer keeps the item. If he had wanted it back you would have had a return label sent to you (thats business users not private)
