Probably waiting for orders, there is overcapacity in the dry bulk market at present so more ships chasing less cargoes, and freight rates on the floor.
As has been said though, Falmouth is a popular bunkering location, even for vessels not directly passing by; I was on a capesize bulker once carrying iron ore from Port Hedland to Redcar, and we deviated to Falmouth for bunkers.
