Changing coolant crossover

Hey everyone, quick question here. Would I be able to change my coolant cross over pipe without draining the coolant and of course in a pressure free system?
I have a new one coming from the fish as my stock unit is fowling on my new FAST intake. I'm not familiar with the coolant crossover to please forgive what I sense might be a stupid question.

They are bleed off pipes.

you will likely not have any leak when you remove it when cold. Mine was a small weep when I did mine. Just some residue
