According to Peter Morgan's book "Original Porsche 911" the VIN number for a 1977 Carrera 3.0 should be between 9117600001 and 9117601473.
Chassis number 9117301019 would appear to be a 1977 2.7 911, the chassis numbers for which are between 9117300001 and 9117302449.
Do you have the engine number for the car?
It's perfectly possible that the car has had the 2.7 switched for a 3.0 at some point in it's life. My own 1975 911S 2.7 has a 1978 3.0SC engine in the back, which to me is no bad thing but I knew this when I bought it and was not concerned about having a matching numbers car.
