[RESOLVED] Access to all forums?

I've been a member for +14 days and wondered if access to every forum was automatic? It hasn't worked if so, any chance of that being rectified or done if it is manual please? I live in Aberdeen so I feel the "council" thread in the lounge is missing a potentially key contributor!
