S172 and another driver

Just had a S172 for my car when someone else was driving.
Trying to make life as difficult as possible for the authorities.
Does recieving a 172 mean I can now apply for a copy of PACE to be sent to me.
Does the 172 itself have to be filled in or can I reply on a separate paper.
If I have to fill the 172 in do I have to fill it in the prescribed manner,eg black pen.



Then I'm going to have fun trying to find some bad signage
