I got pulled over at the roadside for turning left contrary to the signage, non-endorsable. The Conditional Offer of Fixed Penalty arrived, dated July 11 for an offense on May 5th. Is there a statute of limitations for these or do I just shut up and pay?

Short answer; "shut up and pay" smile

More detail; they have 6 months to start proceedings against you at court and if you do not accept the COFP they almost certainly will. The 14 day NIP rules do not apply as you were stopped at the time of the offence.
