I think a lot of it boils down to the new wife and her parents. If they can take it, then dish it out!
My dad has been the best man 7 times, but only for 5 different mates, as two of them have been married twice.
According to him, the first chap - any mention of his ex wife it was well known to be wildly off limits even for a best man speech.
Second chap - I am told it was mentioned, not heavily of course. It really depends on how well your friend is going to react to this, and more specifically, how his wife will react?
From the other perspective, my wife's cousin got married for the second time a couple of years ago, and her dad made light of this fact a couple of times in his father of the bride speech and how he found the same cue cards from 10 years previously
