Help to identify what an object is

Can anyone help identify what the object below is? It is iron and about chest height. The top spins round too.

A friend of a friend posted it on Facebook and nobody seems to know. Don't let me down PH!

It's a turbo prop from the new top secret Russian Mig A075 fighter jet.

The top bits are the turbines, and the bottom bit is the propeller, but someone has obviously turned it on it's end to make a clothes drier.

Actually, I came across one of these once, but I can't remember if it's a musical instrument, called a spindemonium, or a melon slicer.

It's a brick wall. The top can spin round as its in need of reprinting.
