Bike helmets for 2 year olds

A bit Mumsnet, I know. But the little one is coming up to two and is more than ready to jump onto his balance bike, so we're going to get him a helmet .
His head is 51cm, which is pretty large for a 23 month year old and means in terms of size pretty much every helmet designed for kids has a size available for him. However, the few we've picked up so far say things like 'only to be used by children 5 years and above' on them, and this is rarely clear on internet stores. We may have just been unlucky, but it's enough to have made me a little paranoid.
Is there any practical/safety reason why he just can't wear anything that fits?

Both of mine have got big heads - such that my 5 year old is wearing an 'adults' helmet as nothing else would fit.
I went for uvex branded helmets for both of them (youngest is 2.5). The thing that swung it for them over other brands was the rear adjuster that gave a tight secure fit.
My lbs had them in stock so I was lucky to be able to go through the range till we found ones that fit!

That's good to know, I'm looking at a Uvex one on Amazon and it says 50-55cm, which seemed fairly generous compared to others.My 5y/o is now on her 3rd helmet after various accidents over the last couple of years.
Her first helmet was a Bell from Halfords - provided good coverage and good adjustment, she had that for a few months until she face planted off her balance bike.
The next one we got her was a Halfords own brand one - this fitted really well and had good coverage; she had this until last year when she had a fast OTB on a fire road - head Ok a part from cut lip and scrapped nose, helmet performed well but a new one was required!
Try a few on and get the one that provides the best coverage and fit.

Cratoni children's helmets offer protection further down the back of the head and integrated "peaks" to protect faces. My kids are now 8 and 11 and use them. The range seems to have been reduced to one model for some reason but if the small size will fit your child, I'd recommend it.
