What is this button for?

Anyone know what this button does? The switch beside it manually turns on the cooling fans.
The button doesnt dim the dash lights etc.

It does turn, I just assumed wiper intermittent setting was fixed. Ill try that, thanks.

As said it changes the intermittant wipe delay.
