Buying Late 2003 E320 Galvanised ? Rusty Arches Brake Pump

I'm considering buying a Sept 2003 E320 petrol which I believe should be fully galvanised.
However there is bubbling of the rear arches near the back doors - presumably this means it isn't a galvanised model ?
Otherwise it's very clean with just a bit of rust staining at the front sides in the engine bay.
There was a funny feeling at the bottom of the brake pedal accompanied by an occasional noise - googling suggests this is normal due to the pump.
It's only done 80k and has AMG bits (kit, wheels, exhaust) panoramic roof ad LPG hence I'm willing to remedy the arches if it's a one off rather than the start of the car crumbling.

Even galvanised cars rust. I've seen rusty 2006 mercedes and my fathers 2012 S class is rusting slightly. Its the design of the wheel arch lip which catches dirt between the liner and arch. The 204, 212 models have a different design of wheel arch lip and liner so it isn't a problem. I've seen plenty of later mercedes than 2003 rusting. Mercedes just rust and that era of Mercedes almost certainly will.
Mercedes also use really poor quality steel and paint for the cars. The Volvo I had was much better in this regard.

I know the 95-02 cars are dodgy but I thought the 03 onward were pretty much back to their old standards - I've been reading up on the SBC pump etc 
Why can't anyone make decent, reliable cars any more ?
I know the answer - so they can sell more new cars but I think I might have another look at the LS400
