Electoral Register download - Sleuthing

[supercommuter]

Hi - I am trying to help a family member track someones name down who lives at an address. Nothing sinister it is for a business opportunity. I swear i have managed to get a name from an address before but now I appear to have to pay for it?

Do these companies have to pay for access to the electoral register or have they just obtained a copy of it from somewhere and now bill others for the information?

Can any of you tell me how to get a name of occupants from the address?

Thanks

Library local to the address should have a copy of the public register. if they have opted out, they will not be on there though.
