There is a road next to my daughter's old school that is so narrow that it is not really possible for two cars to pass. It is one-way with residents only parking bays. The problem is that because it is narrow then anyone driving down the road has to mount the pavement to get past parked cars (maybe 40 years ago it wasn't a problem when cars were much narrower but Mums picking up their children in SUVs passing parked SUVs another issue. The second problem is that the pavement is so narrow that cars mounting the kerb pretty much use all the pavement.

I know it would be a massive pain for residents to lose their parking but is the council justified in allowing parking on road where parked cars force you to mount the pavement?

Isn't it for the road user to decide whether they can drive with safety down any given road and then their responsibility to do so?

Then surely the parked cars are blocking the road? Parking bays or not its obstructing.

^^ we need to see the road.

All roadside areas around schools have a problem twice a day for 30mins only.
Outside those times there are no appreciable problems.

Are the parked cars completely within the marked bays? If that is the case how wide is the road where it passes the bays? I doubt the council would allow marked bays that did not leave a minimum width for passing cars.
