The entire service could do without headlines like this. Sad and shocking in equal measure.

How come nobody took it seriously when fellow officers complained about his behaviour?

It appears that he was only caught by chance when one of his child victims had a flashback years later.

Police have confirmed that evil Peter Bunyan was not subjected to the background check before or during his employment with the force - which former colleagues believe would have flagged up his perverted past.
What's all the rubbish about CRB checks? What do they think a CRB check is (was)?

Article said:
"As a successful applicant Bunyan was subject to a police national computer (PNC) check and local crime intelligence system (CIS) check."
AKA an enhanced CRB check...

The paper (or whoever asked) would have been better asking about the internal complaint/s aspect.

''Following the conviction, a former colleague has lifted the lid on his perverted behaviour while on duty - that was allowed to continue for four years.

She described him as "vile" and claimed scores of complaints about his lewd activities were swept under the carpet''

The text in bold stands out but doesn't come as a surprise to me.

It should do, because a good proportion of misconduct meetings / hearings are internally-generated.

The source is an unnamed ex-PCSO who doesn't understand CRB checks.

On the other hand she may be completely accurate, which is why I'd prefer the source asking questions to focus on the relevant matter i.e. the alleged complaints that were apparently ignored rather than the CRB red herring.

Is there nothing that you won't defend?

Having a CRB, enhanced CRB, PNC, SC, DV or any other vetting can only reduce the risk of these things happening. They are there to try and weed out people who have already done something traceable that shows they shouldn't have that job.

Unfortunately it cannot remove the risk of people who haven't done anything resulting in a criminal, social services or health record to show something concerning.

Perhaps it needs saying, but a CRB check (now Disclosure and Barring Service) only catches those who've been caught and have had legal sanctions applied.

Jimmy Savile would have passed...

In starting this thread I had hoped we could have an adult debate about the issues but as usual the baiting posts have already crept in. Please go away and take your playground antics with you.

There are some additional details, which don't appear in the other two articles, here - http://www.westbriton.co.uk/child-rapist-pcso-pete...

According to the above link those questions have been asked. I totally agree that CRB/Enhanced CRB/whatever is a side show. It's the persistent shelving of complaints that is the real problem.

D&CP have stated that the specific offences for which his latest conviction was handed down (he had previously done time for other sexual ones) were not known to them.

If his colleagues complaints had been thoroughly investigated at the time could the full extent of his deviancy been discovered?

Caught for some specific offences. However:

"Bunyan, former PCSO for Redruth and Camborne, had previously spent time in prison for having sex with vulnerable women whilst on duty and using the police database as a dating tool."

So clearly, some allegations were followed up.

The statement doesn't read as if the question was asked, but who knows? As the way things stand now, it strikes me as unusual that there wouldn't be some form (assuming there's not) of investigation to find out why the complaints weren't acted upon, if that is indeed the case.

So which IPCC Commissioner issued a statement when Bunyan was first convicted?

How culpable are the IPCC after the revelations that kids were distressed after police officers visited their school, and it seems the concerns of another PCSO were not dealt with at the time?

It's the function of the IPCC to investigate matters, or their role stops at issuing Press Releases?
