it's just the nature of an open, popular forum. The topic has done the rounds before and unfortunately the owners don't care. They have the facility to turn off new registrations which if done at night would prevent it happening to some degree. Also it can't be too difficult to implement something like phpbb boards have to pre-mod the first 10 posts by newly registered members. It's not like there's a shortage of mods here is it.
If any official response is forthcoming I will guarantee it will be from James Drake with his standard copy and paste "we're looking into it" reply as per every other thread and as per usual nothing actually changing. Bascially put up and shut up.

PH should update their terms and conditions to say that any business is allowed to advertise in posts like this but is subject to a discretionary £100 charge per post. At the end of the month they then invoice the kitchens company for thousands of pounds. It'll then either soon stop or become a nice little earner.

My non-mod view, is report them. They'll get an email and it makes the job easier. A win for everyone. If the mods have missed the spam posts by Vince Miller it helps bring it to their attention. Though it is a bugger for first mod in to find a billion reports, one report per post is enough & having less reports to tidy up would be nice.
