Defender Ignition Switch

OK, here goes.
I went to change out mt ignition switch on my 2007 Puma Defender today. Even with the cowl off, the binnacle removed and the steering wheel off, I still couldn't get access to drill out the shear bolts, because of the tray underneath which houses the fuse board, and is part of the dashboard. Does anyone know a method for doing this? Or even a way of changing out just the ignition barrel?
