OK, here goes.
I want to change out mt ignition switch on my 2007 Puma Defender today. Even with the cowl off, the binnacle removed and the steering wheel off, I still couldn't get access to drill out the shear bolts, because of the tray underneath which houses the fuse board, and is part of the dashboard. Does anyone know a method for doing this? Or even a way of changing out just the ignition barrel?

Don't know about yours specifically, but generally a lot of lock barrels are removed by inserting the key, turning to a precise position, inserting a fine screwdriver or similar into a 2 or 3mm hole seen in the body of the barrel holder & removing the barrel with the key. replacement is the reverse, sometimes it is easier to see the position to remove key with a replacement barrel in your hand.

This or if you want to remove the whole thing its sometimes easier to cut though the old lock assy than drill out the bolts ,
sometimes you can get lucky giving it some abuse with a hammer and chisel and working it loose ,then you can tap the bolts round with a centre punch ....
