Oven temperature problem

Noticed recently that the main electric oven in our Rangemaster cooker seems to be reluctant to get to any temperature much above 180 degrees. If you set it to 200, for example, the red "heating" light stays on virtually all the time

Any thoughts what the issue might be please, so that I change the right part ?

My guess ywould be door seal leaking or broken heating element.
