This is the third major accident at Mumbai dockyard in the past 5 years. Here's a TV news report.

I travel to Mumbai every year on business and there's always something resting on the seabed in the naval dockyard. Whilst I was there in 2011 a frigate out in the bay collided with a merchant vessel during a Sunday crew family day. By the time they got her back to the dockyard she'd burnt out and sank at the quayside. You could see the top half of the superstructure above the water line but nothing else. That one was scrapped.
