Bank of Scotland,cancelling payment

Won an auction on Ebay last night,paid by paypal but with nothing in my paypal account it was all paid through my bank account.
After payment,as seller had collection only but said i could arrange courier,i noticed after payment all the ebay emails i was getting after the sale never had his full address on them.
So through Ebay i used the find contact information tab,received an email and all i got was London,and a mibile number?
At this point i worried slightly so within 15 minutes if the payment i called my bank to cancel the payment,they said they couldn't??But said they could do something about it once he received it?
Is this correct?

If you paid by PayPal funded from a bank account you need to ask PayPal to stop the payment in the first instance

As I understand it, if you paid via paypal regardless of whether there was any funds in there, they will take it from your bank account anyway?
If so, you should still have paypal protection.
