Heathrow and Gatwick not in London: official.

The ASA has just upheld a claim on a radio advert by London City Airport that it's the only airport "actually in London". They've got a point.

Doesn't explicitly say it, but the implication in the article is that somebody = Heathrow.

The claim has always been that Heathrow and Gatwick SERVE London.
