Schools 'Institutionally Racist'

More PC lunacy-Schools have been described as institutionally racist by a government funded report.
This is because Black children are 3 times more likely to be excluded than white.
Without comparing breaches of school rules with exclusions it is impossible to accuse schools of racism-but the report does it anyway.

A statistic, from the CRE the other week when they suggested educating black children seperately...
Black boys are perhaps the lowest achieving group in terms of exam results.
From my experience at school, the pupils who achieve little acedemically are the ones most likely to be disruptive and end up excluded (a generalisation, and Im not stating which is the cause and which the effect etc)
Are schools racist? I find that hard to believe. Are individual teachers, headteachers etc racist? Sure they are. I would hope not many, but they are people too, with all the failings of the public at large.
Are some black kids excluded as a result of racism? Might be a factor in some cases, but I would have thought these were a SMALL amount, a very small amount.
Its not easy to be expelled these days, harder than when I was at school, where beating another pupil with a bicycle chain leaving permanent scarring lead to a couple of days off for one particularly nasty piece of work...
I would suggest that the overwhelming mass of pupils expelled or suspended happen because of gross rule breaking or extreme disruptive or criminal behaviour.
Not because they are black, white, green or pink.

But common sense seems to be very lacking these days in our Government and media.
Labour's only contribution to school discipline was to set up an appeals board where pupils excluded/expelled can be reinstated. With the result that where a pupil has been expelled for assualting a teacher sometimes they are reinstated.
