I think the bush is on the other side. You can just make out the bolts in the rubbish photo. Has the previous owner fitted it on the wrong side? Wouldn't surprise me.
Oh yeah I see now...Shouldn't be coming in from there...You could try a slop of grease on the outside ..Have you had anymore water in the footwells since blocking up the other holes???..Ziga

Oh yes!!
I've discovered another batch of holes where screws have been put through the bulkhead without any thought for sealing. So the heavy rain today has had one benefit if nothing else.v8s4me said:

Do you mean bush rather than bearing?
There is an upgrade that replaces the bush with a bearing, so depends what you mean. The square bracket that matches those screw holes you have holds the bush and goes on the inside of the car. For the bearing upgrade see www.wedgeneering.co.uk.

Or maybe a gaiter application...I was thinking...
Either popped in like a grommet from the inside with the lip extending to outside...And then an Adam Q specially designed outer steering column gaiter..Filled with some grease of corse...
It was something I started to consider as part of some ideas I have for re-trimming....
Im not convinced that water can run up the steering column and into the car but a mouse certainly could....

Does that rusty little metal plate thing (held on by four weedy self tappers?) hold a bush that in turn supports the steering column?Something like this might do a better job? Still leaves the issue of making it water tight.
Is the water ingress between plate and fibreglass or bush and shaft (bush worn)?

Yep! A bit research has thrown up some more options HERE and HERE.
Presumably there's no reason why the bearing shouldn't be located on the inside of the bulkhead? I could then make some sort of weather shield from an alloy plate (or re-use the old plate and some rubber sheet maybe.
