I always thought a car with an outstanding balance on finance belonged to the HP company?

It does.

Why the question?

Depends ... a "personal bank loan" is technically finance for a car (that's how the owner will see it) but it doesn't trap the car, the car is owned by the driver (or person who took out the loan) not the bank.

Hire Purchase is different, yes the car is owned by the finance company until the last penny is paid off.

This a proper car finance.

(not loan/PCP/lease)

this was a conversation with a policeman, the same PC said the V5 showed the owner, I said it showed only the KEEPER....I showed the HP agreement too....

He had asked was I the owner of the vehicle...

'A registration document (V5) is not proof of ownership. The registered keeper should be the person who is actually using / keeping the vehicle and this is not necessarily the owner of the vehicle or the person who is paying for it.'

PC Plod was wrong but will of course never admit that.

Perhaps the OP just wanted to clarify his position. If the police told me something I'd be leaning on believing them over my opinion, so I'd question it too?

hehe

"Are you the owner of this car Sir?"

"No, Barclays are."

Was it not a successful negotiation OP?

the op knows what he doing, basically pedantically answering questions.

But I'm with OP on this one, you do have to give accurate answers when being questioned by the police. It's not his fault that plod is asking the wrong question.

You've confused pedantically with correctly.
