I've looked into the whole pre-1997 business and the driver would be a volunteer etc. so that's all sorted.

However the driver is currently banned and gets their licence back this month. They're going to be a volunteer and wanted to drive the minibus - how does the 'must have held a licence for 2 years' bit work?

As far as I know there's no retest and the ban will have been for either Drink or Drug driving.

All categories are returned after a ban unless their is either a medical condition or the TC says otherwise

The licence is still there all the time but just revoked from use during the ban

Would you want a person of with that type of conviction driving the minibus?
Would they be insured / expensive to cover ?

This. An offence like that says a lot about their character and their cavalier attitude to risk. No way would I want anyone I loved driven in a minibus by someone like that.

It's a rehabilitation charity so I guess they'd like to think the person is a reformed character

Understandable, let's hope that you are a volunteer driver for one of your local charities then. Otherwise, I would suggest that those who "don't" need to be careful criticising those who give up their time for good causes.

I run minibuses for a local charity and I can tell you that most people can't be bother to help, even when its their own kids benefiting,
