This from The Grauniad [of all papers!] in 2002:
The government stands accused of breaking its own targets on traffic congestion and pollution after it was revealed that ministers and officials are being ferried around in a record number of chauffeur-driven cars.
The average engine size has also increased, despite official policy ... to encourage private company car drivers "to move to smaller and cleaner cars" by putting higher car taxes on polluting vehicles.
According to figures released ... the government's car fleet has grown ... to 207.
The biggest rise followed a conscious decision to develop the ministerial and officials car pool. This has allowed many more officials and junior ministers to call up cars at short notice rather than use public transport.
And it's got worse! Typical of this government, they haven't increased the car fleet substantially, no ... they've taken to using hire cars. From the Daily Telegraph in March 2005:
... John Prescott's civil servants have driven enough miles in hire cars to have travelled round the world 250 times.
[Oliver Letwin, Conservative Shadow Chancellor] said: "We have discovered in the past two years that the department has hired enough cars so that collectively they could have circumnavigated the world 250 times - a distance of 6,500,000 miles. "This is all too typical of a Government that consistently wastes taxpayers' money. It is particularly ironic when Mr Prescott has been continually urging people to use their cars less and use public transport more."

Indeed.
If the UK abandoned vehicles and reverted to the horse and cart, the difference to the world's ecosystems would be utterly negligible.
Coal-fired power stations, industry, traffic "calming(!)", naturally-occuring CO2 (95%!) (for example) are far more significant.
The fool is probably just putting forward "today's in-thing"; all part of the government plot to engineer an excuse to make the car driver feel bad and thus pay more for the priviledge.

He's no longer talking about speed limits for safety, but for the environment. The "speed kills" message therefore looks too weak to support the latest push to obey speed limits, so he's having to cast around for another argument.
The environment's always a good one. The "problem's" big, unproven, way off in the future, yet scary enough to impose fear and self-loathing. No longer "think of the children" but "think of the CO2". Will it catch on?

Targets for CO2 emissions from vehicles have already been reached. This was ahead of the current targets and even the particular "fine" levied at diesels which didnt comply with regulations has been dropped... simply because the motor industry responded (actually was starting to anyway) and sorted it out.
So, now we have reduced our emissions from vehicles in line with targets - why do they keep punishing us?

What about some decent reliable and efficient alternatives in this 'integrated transport' system that Mr.Begg is mismanaging.
Also I believe that domestic central heating kicks out in the region of 6 times the amount of CO2 as road transport!!
