Presumably you're a fairly new driver with zero no-claims if your insurance quotes are £3k? Lets assume all your insurance quotes will be circa. this amount, you're left with £4,200 a year. You could lease a hot hatch for that kind of money and still have change left (Golf GTD, GTI, R, Merc A180d AMG)

Actually, maybe scratch the GTI/R, insurance would probably be enormous.

How about a Nissan Leaf Tekna if you've got access to charging? No it's not a hot-hatch but you might feel good about driving an electric car in London...

I had a crack in a Fiesta Zetec S Black Edition the other day, have a look at one of those. Like having an ST, but with a 140bhp 1.0 Ecoboost engine (car only weighs a tonne, so it shifts along just fine). Very impressive little car, and the insurance probably isn't too stupid.
