Garage next door abandoning Van in front of flat

Next door to my block of flats is a car garage which has abandonded a van infront of the flat for around 5 months now. I've spoken to the garage who said that the owner never turned up to collect the van after they carried out work on it and they didn't want it taking up space in front of them so parked it infront of the flats.
The van is still Tax'd so doubt the DVLA will look into it but is there anything that can be done to have it removed?.

Sounds like it's abandoned to me, your local council should be the first place to inform. Give them all the details including what this business said to you.

When you say "in front of the flats", do you mean on private land, or on the public road?The van is still Tax'd so doubt the DVLA will look into it but is there anything that can be done to have it removed?.
