How do I report someone?

I want to report a driver/vehicle for dangerous driving, but I didn't get the plate. Is it futile? If not, who do I complain to?
The circumstance:
My little street opens out onto a reasonably busy road. That road has cars parked on both sides and houses/pavements both sides too. I have observed accidents where cars trying to pull out have been hit by people travelling too fast along the road. Justifiably it is a 30 zone, and has speed bumps on it at the pedestrian crossing.
Tonight I was being followed too close by a Pug 205 and when I indicated and started pulling in to our road, the Pug overtook me doing at least 45 about as far on the wrong side of the road as is possible to go (and past a junction with a side road). Obviously, given it was dark and happened really quickly I didn't get a numberplate, but I want to do something...
Any ideas?

even if he'd got out and beat the crap out of you, and driven away, you'd be hard pushed around here to find anybody willing to put their doughnut down for long enough to investigate... (personal experience cynicism kicking in...)

You've obviously never met me or my department...
we move heaven and earth to deal with Road Rage offenders and their 'crimes' are just that...crimes..not heated arguement etc..but threatening behaviour, assault, dangerous driving etc etc..
I've prosecuted over a dozen motorists for 'serious' road rage offences; 4 of which received prison sentences...(I worked a city which was tough)....
If there is evidence....it'll be dealt with...nowadays if there isn't evidence..it'll still be investigated....as the National Crime Recording Standard says we have to..but will obviously end in a cul-de-sac.
Having said all that...i'm a great believer in prevention better than cure....
If someone cuts you up..and they haven't damaged your car...let 'em go..don't beep your horn, or flash your lights, or shake the coffee beans at 'em etc etc....
Unless you are willing to get out to them at the next red light that is...
