The turbo dilema

So the turbo is failing, becoming noisy and inefficient due to effectively terminal mistreatment of the SUV by the previous owner. It is not a big surprise but still needs to be dealt with. The SUV is neither new nor that expensive so cost has to stay well down.
Brand new OEM unit is most certainly completely out of question, as this Korean dealership would probably ask for thousands and thousands and try to supply a set of 4 considering their previous quotes for even the most simple items.
So we are left with either 1) * DIY replacing the CHRA core * or 2) * taking the whole turbo to a repair shop somewhere ideally around Birmingham *
The SUV thing is very heavy and only got 155bhp / 4 cylinders so the turbo should work reasonably well and potentially take moderate a remap?
Opinions would be welcome on what is the better way forward and hopefully what suppliers are best / most reliable and competitive in either case.
