Is there anything like Directory Enquiries for mobile phone numbers..?

Not really, I mean how would you trace a pay as you go number??

You can trace where a call comes from with the right knowledge.
For example we had a call on our mobile [phone] and traced it to slovakia......

but I dont think you can do any more..

Yes, loads of them, just google it, and regular directory enquiries do it too. Providing its a regular number on a regular network and registered in the handsets users regular name and address and they didnt uncheck the box about being directory listed when they made the phone contract.

If you're looking for a reverse look-up I don't think it's possible in the UK. There's a lot of american companies that do it, but they won't do a search within the UK.
I you looked long and hard enough I reckon you could get it done somewhere. If you find somewhere could you share it?
