DAB Tuner Power/Presets

I find that when I turn the ignition off and then on again, I lose all my DAB tuner presets (but not my FM/AM ones).
Further investigation has revealed that the DAB's power supply is off when the ignition is off, even though the installation manual states that the device should be permanently powered.
My questions are:
1) Do you guys think the tuner was deliberately wired this way to prevent battery drain, or was it simply a Muppet installation job? (I would be disappointed if battery drain is an issue because these devices shouldn't draw much current.)
2) Is it easy to rewire so that the device is powered permanently?
3) Are external-device-related presets stored on the device itself or on the head unit? If they're stored on the external device then that would explain why my presets vanish.

My DAB tuner (factory fitted) has power all the time. Needless to say, it doesn't lose it's presets. I know it has power because the CD changer takes it's feed from the same cable as the DAB tuner and I wouldn't be able to eject the CD caddy if there wasn't any juice.
I just got back from a 3 week holiday - the alarm was turned on, no trickle charger attached, and my car started first time without any issues. I don't think power drain from a DAB tuner would be an issue.
