I run a non profit club and we want to install those banners that attach to lamp posts near our facility. I cannot seem to locate what if any planning we require to install them? Council website has no information, nor does it have a phone number. I've tried a couple of local councillors to little avail - was told by one that since they are temporary and can be removed that no planning is required but I'm sceptical of that.

Any suggestions?

Above a certain size you'll need planning, at least that's the Cheshire West policy. If it's on council property and you don't have permission the council can remove them anytime. I've had several run-ins with the council over roadside banners.. smile

If your banner is expensive or likely to distract drivers I would think permission is a good idea.

I *think* it comes under advertising consent, and depends on the size and how long it's likely to be up for - https://www.planningportal.co.uk/info/200130/commo...

It's also a useful question to pose when private parking tickets arrive...

No advertisement likely to distract drivers would be allowed anyway, obviously.

Oh!

Unless it is somewhere where distracting drivers would not be an issue.

Like alongside the M25 motorway. Perhaps at its busiest point, preferably with junctions and lots of lane switching going on.

HTH.

It does seem fairly arbitrary.

From my own experience, the issue is that they are on council property.
Your land, buildings or any helpful neighbours seem fine for temporary banners, you just can't use public realm stuff.

We got warned by the council for flyposting, even though the banners went up at 08:00 and were all removed by 14:00

You need permission from the highways authority to attach anything to a lamppost irrespective of planning permission. In London that would be TFL, otherwise the relevant County (not district like Planning Permission) or unitary authority.
