Small claims for shipping costs?

Covering myself here.
Bought an item that requires pallet.
Asked vendor would they put it on a pallet, they said yes and asked what day for collection, was told any day.

Booked it for a day, vendor rearranged collection for next day.
Next day he wasn't in, booked for next day.
Next day arrives and item isn't ready.

I now have a charge for failed collection, go through it all with shipping company and it gets rebooked for last Friday.

Vendor isn't in.

now I have paid for collection and two failed collections, company won't pick it up until they have proof it is on a pallet.

Spoke to PayPal who inform me that I will not able to claim shipping back from him as separate transactions.

If this deal does go south, and it is failed a third time (another £30) i am going to be £150 into collections.

Now, I like my money and I like many others would not like to lose £150 due to something that isn't my fault, can I go down the small claims?
