Not at all.
Bib are on duty the moment they act in the capacity of a bib. That means out shopping on a day off when he/she sees an assault or shoplifter in progress. Should he/she then run home and get his/her uniform on to come back and deal with it?
What about CID?
They are never in uniform so by your standards they are not on duty
(which is not far from the truth in many cases
)
When bib leaves home for work, he is strictly speaking on duty. If he happens to prang his car/motorbike it is classed as a POLACC.
Many bib travel to work in uniform but with a civvy jacket over the top.
I often travel to work in uniform but without eppaulettes on.
I have recently left a job in the Police where I had my own marked company vehicle parked either on the drive or outside the house in the road. I started work in the vehicle and finished in the vehicle when I re-parked on the drive.
Most police officers personal car insurance has to or should cover them for business use as travelling to and from work is classed as business use.
