This is how I did the cartoons:
1. Make a new layer copy from the photo.
2. Filter - Cutout
3. Filter - Cutout again to increase the effect.
4. Reduce the opacity of the layer to about 20% so you can hardly see it and you can see the original image below then user the eraser to clear the part of the top layer that has the car in. Then crank the opacity back up to 100%
5. Filter - poster edges
6. Flatten image.
7. Go to hue/saturation and crank the the saturation right up.
8. Increase canvas size to add border.
9. Add white box & text.
Job done. I'm always looking for new ways to present pics. There are plenty more here from the show (mainly unedited)...

...you can use "bbbguest" if you're not registered on imagestation.
